December 8, 2007



Tina Cain called the special meeting to order to discuss the gypsy moth spraying.


Board members present:


Tina Cain

Steve Vanden Heuvel

John Toppins

Pat Leitermann

Nancy Pagel


Board members absent: Carol Beck, Renee Towne, Andre Van Belkom, and Tim Guzek.

Also present Thomas Strebel and Rick Moses

 


Jeremy Johnson went over the proposed plan for the gypsy moth spraying. He explained that you need 500 egg masses per acre to be eligible for spraying and on at least 20 contiguous acres. He explained the process and what will occur. Jeremy explained that it is not a major chemical. It is a virus that only affects gypsy moths.


Tom Walker questioned if the three year program was only for the areas designated? Jeremy stated that this is only for the 2008 spraying and he can not estimate where the egg masses will be highest in the following years. In August they would do egg mass counts to determine where the spraying would be for the following years.


Tom Walker questioned what the Tribe is going to cover for the cost? Tina Cain stated only 38 acres of the 595 acres is owned by the Tribe.


Roy Stephens stated none of his lots fall in the 2008 treatment plan? Jeremy Johnson stated that not in 2008, but may fall in the treatment area in the following years.


Roy Stephens questioned if this is a one time charge or is it $25 each year? Tina Cain explained that it is a one time charge and the plan is to use the money they hope to receive from the DNR for cost sharing to spray in the following years. She said the plan is to have only one charge, but she can not guarantee that they would not need to ask the membership for more money.


Roy Stephens verified that there is a possibility that his properties would not get sprayed. Jeremy Johnson said that this is correct because it is based on the number of egg masses. Nancy Pagel pointed out that just by spraying now you can help to prevent the spread to your property. Jeremy added the virus is residual and hangs around and it will spread from the areas that it was sprayed.


Rhode Nelson questioned what the gypsy moth condition is for the rest of the County? Jeremy Johnson said that the conditions around certain areas of Legend Lake are favorable for the spread of the gypsy moth and as you move away they become less favorable and you see less of the moths.


Rhode Nelson asked if the Board is requesting enough money and what happens if there is not enough money? Tina said they can not asked for more now, but by the Annual Meeting they would know if they would get the matching funds from the DNR. If it is needed, they would ask for it then. Tina then explained the plan is to leave any money that is not used in a gypsy moth fund to be used for spraying in future years.


Roy Stephens questioned how the assessment would be collected? Tina Cain indicated that it will be included with the dues assessment that will be mailed out.


Tom Walker asked for verification that the last time the whole lake was sprayed and Jeremy Johnson confirmed this.


Mike Forgrave questioned if someone chooses not to get sprayed what happens then? Jeremy Johnson explained the 250 feet on all sides of that lot would not get sprayed. Jeremy also indicated that was part of his job to do his best to resolve any issues of not spraying. Roy Stephens questioned if his neighbor refuses to get sprayed, would he be notified? Jeremy stated he would be notified that he would not be sprayed because of an objection.


Jeremy Johnson explained that BP can not be used in the area because of the Canal Blue Butterfly, and he said from what he has seen he believes Gypcheck works better.


Bob Hermes explained the process that would have occurred to get it included on the tax bill and the cost to have a special referendum. He also explained that everyone in the County would get to vote and this would increase the chances that the referendum would not pass. The problem is not in other parts of the County and there is a concern about chemicals being used. Tina Cain stated the majority of the land to be sprayed is on Legend Lake.


Rhode Nelson asked what the lot assessment is for 2008? Thomas Strebel said on-shore is $60 and off-shore is $72.


Tina Cain asked Bob Hermes how the Lake District can add a special assessment without everyone voting. Bob Hermes stated that they follow the State Stats. Tina asked if the Lake District special assessment charged to all County residences. Bob Hermes stated it is only charged to residences on Legend Lake.


Roy Stephens made a motion to approve the $25 Gypsy Moth Special Assessment. Don Hirt second. Motion carried.
