December 5, 2006 - Special Meeting

BOARD OF COMMISSIONERS MEETING LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT LEGEND LAKE LODGE-KESHENA, WISCONSIN

Special Meeting December 5, 2006

Chairman Wayne Towne called the meeting to order.

Commissioners Present: Wayne Towne, Mike Bader, Jacque Fedders Susan Johnson, Tom Moutvic, and Bob Hermes.

Commissioners Excused: Jim Wayka.

Guests: Heather Pyatskowit from Environmental Services, Mary Gansburg from the DNR, Kathy Dax from the DNR, Dick Sachs from the DNR, Pete Harris from STS Consultants, Brad Roost from Wisconsin Lakes and Ponds, Chad Cason from Wisconsin Lakes and Ponds, and Thomas Strebel.

Visitors Comments: Chad Cason presented data that they had collected from the past year’s Eurasian Water Milfoil treatment. In 2005 there was 538 acres of Milfoil found and 218 were treated. In August 660 acres were found. In the treated lakes there was a reasonable amount of success 35-51% reduction, but the milfoil expanded in the untreated lakes.

Chad presented 24D concentrations found after treatment. The concentration was varied from area to area.

Chad presented water quality test results and the treatment did not have any negative results on the water quality. The dissolved Oxygen test showed better dissolved oxygen levels then the untreated lakes.

Chad stated that overall the treatment had a high degree of selectivity to Eurasian Water Milfoil and did little to effect the native plants.

Pete Harris questioned Mary Gansburg based on the data that was presented for some idea of the approval for the large scale treatment for next year. Mary responded that if the DNR agrees with the results, they may lean towards a full scale treatment. Pete questioned about the process of getting the chemical treatment application started and the size of the treatment. Mary stated that they should get the application in as soon as possible and it would be 3-4 weeks before the DNR would have their results.

There was a discussion about the application for a grant. Dick Sachs pointed out that there has been a precedence set to issuing multiple grants for a chain of lakes. There was a discussion about the different ways to apply for multiple grants.

Dick Sachs listed the types of grants available: 1. Education, Prevention and Planning, 2. Early Detection and Rapid Response, and 3. Control of Established infestations.

Dick stated that volunteers bring value of $8.00 per hour to projects.

Wayne questioned if the full lake is treated, will the weed harvester be running. Chad Cason stated that in the Management Plan it is written that harvesting is not to be done until the weeds are chemically controlled in a particular area.

Pete Harris asked if the DNR has approved the Lake District’s Lake Management Plan. Mary Gansburg stated said no that they need get 2006 data incorporated into the plan and submitted.

Pete Harris questioned if there is any issues with getting the Permit from the Tribe. Heather stated that she can not speak for the Tribe, but she did not think it would be an issue since they already got permission to treat in the past and got positive results. Pete asked about the issue about chemicals used on the Reservation. Heather stated that there has not been an issue so far.

There was a discussion about EPA grant that was received and possible application for another EPA grant.

Pete Harris questioned if there was a reduced number of sample points for full lake treatment. Chad Cason stated that part is taken care of and has been included in the proposal.

Kathy Dax questioned if the grant application is not approved, would there still be a large scale chemical application. Wayne Towne stated as much as they could afford.

There was a discussion about what is being done with the with invasive species problems in Shawano Lake.
