January 22, 2007 - Meeting Minutes

BOARD OF COMMISSIONERS MEETING LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT LEGEND LAKE LODGE-KESHENA, WISCONSIN

January 22, 2007

Chairman Wayne Towne called the meeting to order.

Commissioners Present: Wayne Towne, Mike Bader, Jacque Fedders, Susan Johnson, Tom Moutvic, and Bob Hermes.

Commissioners Excused: Jim Wayka

Guests: Thomas Strebel

Secretary’s Report: Mike Bader made a motion to approve the minutes from December 18, 2006 meeting. Tom Moutvic second. Motion carried.

Financial Report: Tom Moutvic made a motion to approve the financial report. Mike Bader second. Motion carried

Disbursements: There was a discussion about looking into paying a percentage for unemployment and taking the one time refund of the Federal Excise tax for long distance telephone. Jacque Fedders made a motion to approve the disbursements. Tom Moutvic second. Motion carried.

Chairman’s Report: Wayne Towne stated that he talked to Sheriff Butch Summers and invited him to come to the next board meeting. Wayne said that Butch did not know that there was a program to help pay for the lake patrol and he was interested in discussing that.

Wayne stated that he and Pete Harris have not been able to get in touch with Susan Kocken of the DNR to complete the grant forms.

Wayne stated that there are five boating safety instructors that will attend the Boating Safety Conference in Stevens Point. The Room and cost of the conference is picked up by the DNR except the $5 registration fee. The apprentices do not qualify for the conference.

Committee Reports:

Lake Maintenance: Tom Moutvic had nothing to report.

Legal & Personnel: Mike Bader stated that he went to the Town meeting on the boat launch and the Town is going to do what ever they have to do to get the railing off. There was a discussion about what is planned to remove the rails and what may be done for reimbursement from Northern Environmental.

Law Enforcement: Bob Hermes told the Board about the Emerald Ash Borer that is moving through the state. He said that it is generally spread by people transporting wood and there is no known way to protect the ash trees. Wayne stated that they should have someone at the Lake Faire to present this information.

Bob stated that they are planning to place some downed trees off from the VV sandbar to protect the shoreline and create a fish habitat. Bob stated that they were thinking about using the trees in front of the parking lot by the Lodge. Those trees are being taken down because of a water main being put in. He said that since there are no trees in the area, they will need to bring them in.

Bob stated that the Tribe is in the process of adopting a boating ordinance.

Grant Communication/Sanitary Committee: Jacque Fedders reported on the progress made with the Lake Faire. Jacque stated that they would like to set up a tent out on the lawn because there is not enough space in the lodge. She also stated that they are trying to get a Packer player to come and do a signing. She said that they are planning on having four speakers at the Faire.

Old Business: Susan Johnson asked where they are with the agreement on the Newsletter with the Legend Lake Property Owners Association. Wayne Towne stated that there was to have been a meeting with he, Tina and the people who put together the Newsletter, but they have not yet met. He said that Tina met with the people who put together the newsletter and Tina laid down the law, and told them that the Newsletter must get out on time. Susan asked if the publication is losing money. Wayne stated that part he did not know. There was a discussion about complaints received on the newsletter getting out late.

Susan Johnson suggested having Shelly Williams from Dispatch come to the same meeting with the Sheriff, so that he has an understanding of the relationship between dispatch and the Lake District and how the boat patrol is put together.

Tom Moutvic suggested inviting Al Gruzel from the County Highway Dept to one of the spring meetings. Wayne Towne said that he could try inviting him again.

New Business: Wayne Towne stated that any expenses incurred regarding the tree drop, since it is for fish habitat should come out of the fish budget. Wayne stated that he is waiting for a survey for the best fish to stock into the lake.

Mike Bader made a motion to carry through with the tree drop. Jacque Fedders second. Bob Hermes may have Wayne Towne come out and show them where the trees should be placed. There was a discussion about various issues including damage to other shoreline areas and non residence individuals using the lake. Motion carried.

Jacque Fedders made a motion to investigate having a tent for the Lake Faire. Mike Bader second. Susan Johnson asked if they should give blanket authority on the cost or give a limit. It was decided that Jacque will get an estimate for total cost of the Faire for the next meeting. Mike Bader rescinded his second and Jacque Fedders rescinded her motion.

Mike Bader questioned when they need to start work on the budget. Susan Johnson stated at the May meeting. Wayne Towne stated that it is usually April and finalized in May.

Susan Johnson stated that someone was going to check on the cost for financing for the Treatment and she said that they could also borrow the money from the State. Susan is going to get the information on borrowing money from the state off the internet, Mike is going to CoVantage to check on a loan and Tom Moutvic is going to check with M&I on a loan.

Bob Hermes stated that LaMotte Lake no longer has a boat launch due to the death of the property owner and his agreement with the Tribe. He talked about the solutions that the Town is looking into.

Bob Hermes stated that Moshawquit Lake also has issues with Milfoil and boat launches.

Bob stated that East Bass Lake is going for an ordinance of no motorized boats.

Next meeting is on February 26, 2007 at 8:00 A.M. at Legend Lake Lodge.
